Health, Safety, Environmental & Security Manager

Organizational Context

  • Reports hierarchically to the General Manager.
  • Is responsible for all HSE aspects of the company and projects, from relevant moment during front end loading up to the evaluation and operational stage.
  • Ensures that Company HSE performance is aligned with VTTI’s and local requirements.
  • Ensures that the Company’s security procedures are aligned with the USCG regulations.

Purpose of the job

Ensure the realisation of the HSE objectives of the company, in alignment with the VTTI’s strategy and legal requirements; implement this policy, in order to optimise the realisation of HSE-conditions and to contribute to realisation of the company objectives.

Key Accountabilities

1. Strategy

Contribute to company strategy, as member of management team, and communicate with various management levels to ensure clarity and acceptance, all in relation to HSE.

2. HSE and Security policy

Develop and implement a coherent HSE policy, including Quality and in alignment with the VTTI strategy, to establish the desired and requested HSE-level. Develop and implement security procedures for the facility.

3. Enforcement HSE and Security rules and regulations

In order to obey legislation and prevent damage to personnel and equipment but also to protect the image of VTTI.

4. SHEQ awareness and knowledge personnel

Develop and transfer knowledge and skills (training) to all personnel in order to integrate HSE awareness, security and knowledge in company’s processes.

5.Projects and advice

Initiate and take part in projects in order to (help) develop adequate solutions for HSE and security issues in the operational/technical processes

6. Accidents

Analyse accidents within the company and initiate and implement adequate measures in order to avoid (similar) accidents in future.

7. External contacts

Maintain effective working contacts with governmental local authorities with regard to safety and environment, in such a way that a constructive working relationship is ensured to efficiently deal with occurring problem areas.

8. Waste water

Ensure the treatment of waste water and exploitation of the waste water terminal in order to clean waste water and to optimise the result of the exploitation.

9. Security

Ensure adequate security of the company complex and personnel in order to prevent unauthorised personnel en equipment entering the facilities. Work with the USCG and Florida law enforcement agencies as needed

10. Reporting

Ensure regular review and reporting of progress in realisation of HSE plans and results.

11.Management

Manages the HSE processes. Responsible for environmental and work permit. Responsible for HSE & Quality documentation and related administration.

12. Know How - Finance & Control

Ensures know how development on HSE for information on best professional and local practices and regulatory requirements.

Maintenance & Repair Manager

Ensuring the realisation of preventive and corrective maintenance, repairs and modifications to buildings, installations and equipment so that the technical operating resources for the terminal organisation are in good condition and continue to guarantee the continuity of the operational processes, with due regard for the rules and instructions applicable for this. Managing the M&R Department, both as regards own staff and contractors / third parties. Continuous development of a maintenance strategy for the terminal that is focussed on the future.
