It can make (e.g. from used cooking oil and animal fats) the feedstock to produce renewable diesel (HVO) and sustainable aviation fuel (SAF). The location in the port of Amsterdam ensures that ETA and Connex can offer their services to aggregate, blend and clean renewable feedstock to national and international customers. GPF contributes to the ambitions of the City of Amsterdam, Port of Amsterdam and the national Climate Agreement in the field of circularity and sustainability. It also brings ETA closer to its goal of generating half of its revenues from sustainable and transition fuels by 2028.
Process
The project is currently in the Front-End Engineering Design (FEED) phase. This means that the basic engineering of the assets will be developed together world class technology providers and engineering companies. The application for environmental and water permits took place in march 2025, and the application for building and nature (nitrogen deposition) permits is expected to take place during 2026. If the process proceeds without delay, construction is scheduled to start in Q2 2027. The facility is expected to be commissioned in 2029.

Who is taking the initiative for GPF?
GPF is an initiative of VTTI (the parent company of ETA) and Connex. Connex is a trading and service company in reusable feedstock (more information: www.connex.trading). VTTI provides the storage, logistics and infrastructure of fuels worldwide (more information: www.vtti.com). With GPF, VTTI and Connex offer accessible and complete pre-treatment of residual products, to produce feedstock for the production of sustainable fuel. VTTI and Connex have committed to accelerating the energy transition and reducing greenhouse gas emissions from the industrial sector.
What will GPF look like?
The design for GPF consists of a processing facility and a comprehensive logistical hub, including several tanks, for the aggregation, blending and storage of crude and pre-tretaed bio waste and residue feedstocks. The plans are based on buildings that are comparable in size and colour to the current buildings at ETA.
Does GPF lead to hindrance or safety risks for the environment?
Multiple permits are required for the development of GPF. When applying, the competent authority assesses whether GPF complies with the applicable laws and regulations. An environmental impact assessment (OER) process has been completed and is under review by the authorities. The OER, formerly: environmental impact assessment, serves to map out the (possible) effects on the environment. This step is mandatory for permit applications.
Can I sell my residual products to GPF?
GPF does not buy residual products but offers logistical and pre-treatment services. The smallest quantity that GPF receives, handle and process is 1 truckload, or 25,000 kg.
Can I buy the pre-treated products that GPF produces?
No, GPF does not sell pre-treated products. These are collected in bulk by the selected partners (tolling customers).
